Tenants can transform a rental property into a cozy home by making modifications, but they must adhere to certain rules.
Changes in Security to Prevent Family Violence
A tenant can do the following:
- Enhance door locks and deadbolts by adding security screens
- Installing security cameras and alarms around the property
- Installing locks, screens, and shutters on windows
- Adding exterior lights
- Adding locks on gates
- Trimming shrubs and trees to enhance visibility
But the tenant should:
- Inform the landlord in writing before making changes but approval is not needed.
- Hire a qualified tradesperson to perform the work.
- Give a copy of the invoice to the landlord within 14 days after the enhancement is done.
Modifications for Disability Access
A tenant with a disability can do modifications to help them access and use the home comfortably. Possible modifications could include a temporary ramp, lever taps, or handrails in the bathroom. Tenants need to request permission by using Form 26 (for minor modifications) or Form 27 (for major modifications).

Minor Modifications
A tenant can make small changes, known as minor modifications, with the landlord’s approval. To obtain permission, the tenant must use Form 26 (Minor Modification Request Form). The landlord may refuse the request for specific, limited reasons.
Changes Tenants can do themselves:
- Hooks to hang pictures
- Screws for wall mount, shelf or bracket
- Hand-held shower heads
- Lights bulbs that do not need new fittings
- Curtains or blinds
- Device on window to protect children
- Adhesive child safety lock on drawers or doors
- Pressure mounted safety gate
- Lock on letterbox and gates but tenant should provide copy of the keys to the landlord
- Wireless doorbell
- Vegetable or herb garden
- Draught Proofing
Landlords can require professional tradesperson to make these modifications:
- Installing phone or internet connections
- Painting a room
- Hard-wired security lights, alarms and cameras
- Lever style taps
Tenant’s Responsibilities for modifications:
- Payment for the changes
- Remove the changes unless the landlord agrees to keep it
- Fix any damage at the end of the tenancy, such as patching holes and repainting the walls.
